VFW Post 9094, Hillsboro and VFW Of Ohio Charities donated the money to the Highland County Veterans Service for the purchase of a van to transport local veterans'.

Post 9094 was also given a Humanitarian Award presented by the VFW of Ohio Charities for their charitable contributions to the communtiy, homeless veterans, and military assistance to support active duty troops and their families and support of the Southern Ohio Veterans Home.

Hospice Unit Opens

A new 22‐bed hospice unit opening on January 27 at the Ohio Veterans Home in Georgetown will give more Ohio Veterans access to quality, end‐of‐life care. The Georgetown home is the first Veterans Home in the country offering hospice services in a designated, in‐house unit.
This new program is a public ‐private partnership between the Ohio Department of Veterans Services and Stein Hospice, a not‐for‐profit organization based in Ohio with 30 years of experience caring for hospice patients and their families. Because of the unique nature of this partnership, additional state tax dollars will not be necessary to operate the hospice unit.
Initially the hospice will create 15 full‐time equivalent and four part‐time jobs. The workforce is slated to double as the number of hospice patients increases. “We are pleased to partner with Stein Hospice to provide a new level of specialized care to our veterans and to create quality, new jobs in the Georgetown area,” said Thomas N. Moe, Director of the Ohio Department of Veterans Services.
Stein Hospice was selected to enter into this unique public‐private partnership because of its well‐established hospice service to Veterans at the state’s other Veterans Home, in Sandusky. Rather than a designated area, Sandusky hospice patients are located throughout the home and are cared for by the on‐site Stein staff, who are available around the clock.
In addition to serving as a state model, Stein recently received national recognition for its service to Veterans. Stein is one of a dozen hospices in the United States to reach the first level of “We Honor Veterans,” a national campaign unveiled in September that focuses on quality veteran care.
“We have been privileged to work in partnership with the Sandusky Ohio Veterans Home to serve the men and women who so proudly served our country. The partnership with the Georgetown Ohio Veterans Home and Stein Hospice represents an innovative public‐private collaborative that was developed to benefit the Veterans in our state,” said Jan Bucholz, president and chief executive officer of Stein Hospice.
The Ohio Veterans Homes in Sandusky and Georgetown are state‐operated nursing homes open to honorably discharged Veterans who have been Ohio residents for at least one year during his or her lifetime. The Veteran must be infirm or disabled and incapable of earning a living. The new hospice in Georgetown will accept any eligible Veteran in Ohio who qualifies for hospice care, not just residents of the Ohio Veterans Home. Both homes offer standard nursing home care as well as special care for Alzheimer’s and other types of dementia.
The Sandusky home provides 427 nursing home beds and an additional 293 independent living beds, while Georgetown offers 168 nursing home beds. Both homes were recognized in 2010 by the Ohio Department of Health for higher‐than‐average family member satisfaction, and by the US Department of Veterans Affairs for their consistently high level of care.

MEL STOLLARD

Melva L. Stollard, age 83, of Buckeye Lake passed away on Saturday, January 29, 2011 at the Selma Markowitz Care Center.
Melva was very active in the Buckeye Lake VFW Post # 1388, a lifetime member of the VFW ladies auxiliary; she served five times as past president of the VFW ladies auxiliary and past district president of the ladies auxiliary. She served on numerous committees in the VFW, a volunteer at the Veterans Cancer Clinic in Columbus. Melva enjoyed visiting the local schools to teach the children flag etiquette a member
Friends may call on Tuesday, February 1, 2011 from 2-4 and 6-8pm at the Boring-Sheridan Schoedinger Funeral Home, 108 North 7th Street, Hebron. There will be a VFW Ladies Auxiliary service at 7:30pm.
Funeral service will be held on Wednesday, February 2, 2011 at 11am at the First Community Church, 4341 Walnut Road, Buckeye Lake, with Pastor David Moody. Burial will follow at Newark Memorial Garden.

Veterans Compensation and Pension Benefits in 2011

WASHINGTON – The Social Security Administration has announced that no cost-of-living adjustments will be made to Social Security benefits in 2011 because the consumer price index has not risen since 2008 when the last Social Security increase occurred.

Like recipients of Social Security and other federal benefits, Veterans, their families and survivors will also not see a cost-of-living adjustment in 2011 to their compensation and pension benefits from the Department of Veterans Affairs (VA).

Under federal law, the cost-of-living adjustments to VA’s compensation and pension rates are the same percentage as for Social Security benefits.

VA provides compensation and pension benefits to about four million Veterans and beneficiaries. For more information about VA benefits, go to www.va.gov or call 1-800-827-1000.

On March 1, 2013, VA will stop issuing paper checks to comply with Department of Treasury policy. Veterans and other beneficiaries who do not have electronic payments for their federal benefits by that time will receive their funds via a pre-paid debit card. Called the Direct Express card, it is issued by Commercial Bank as the financial agent of the U.S. Treasury. As a prelude to going to totally paperless payments, those receiving VA compensation or pension benefits for the first time after May 1, 2011 will automatically receive the benefits electronically. Anyone already receiving federal benefit payments electronically will be unaffected by the changes. To learn more about the federal government’s switch to direct deposit – or to change VA benefits to direct deposit -- visit www.GoDirect.org. Information about the federal government’s “Go Direct” campaign is also available at 1-800-333-1795. Along with payments for VA benefit, the change will also affect recipients of payments from Social Security, Supplemental Security Income, Railroad Retirement Board, and Office of Personnel Management.

Just finished up the Chiefs visit to Ohio over the thanksgiving week end. The trip went well except for missing a couple of turns along the way and hearing the theme song from Deliverance.

Lets all get ready for the Mid Winter Conference in Columbus, January 20 to January 23, 2011. Voice of Democracy banquet, parade of checks and Ladies Aux. cancer auction among some of the highlights.

CARE PACKAGES

Last night at Post 7883 Westerville we stuffed about 165 boxes for troops at our Post. We had a good turnout with folks from various organizations to include our VFW, American Legion and its Auxilliary, Genoa Middle School, and Boy Scouts Troop #3. We also had some press coverage.

What we need are APO addresses of soldiers serving (preferably) in harms way, who are probably living in a Forward Operating Base (FOB) with little in the way of amenities. These guys can really use what we send. If you have a family member or friend of a family member, or know someone who is deployed, get their APO address to me at Department HQ's and we will get boxes to their location. We have some addresses, but we always need more. We need these addresses in the next 7-10 days to get the boxes to them by Christmas. Thanks for your help.

UNMET NEEDS & BURGER KING

From November 1 – November 30, 2010, Burger King Franchisee restaurants in the following 24 states are again launching a month-long VFW “Unmet Needs” campaign. The states are: Alabama, Alaska, Arizona, Arkansas, Florida, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Missouri, Nebraska, New Jersey, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas and Wisconsin. Customers will be asked to donate a dollar and sign a support pledge that will be
proudly displayed inside each restaurant.
I am asking for your assistance in this grand promotion. First, I need you to mobilize your members, their families and friends to patronize your local Burger King. Stop in, have a meal and be sure and thank the restaurant manager for their commitment. Ask him/her how your Post might be able to help.
Also, do everything you can to publicize the Burger King Franchisee campaign. Perhaps put a phrase such as “Eat at Burger King -- They Love Our Troops” on the sign outside your Post. Mention Burger King on your Post’s website or newsletter, send an editorial letter to your city newspaper, organize a Post nightout to eat at a Burger King, etc.
Isn’t this the least we can do for the Burger King Franchisee owners who have done so much to ensure that our military families are not forgotten?
Let’s not let Burger King franchisee owners down—after all they deserve our enthusiastic support for this exemplary endeavor on the VFW’s benevolent Unmet Needs program that you likewise contribute on a regular basis, all of which goes directly in providing grants to our military families during their most vulnerable times!

Deadline for Retroactive Stop Loss Special Pay Extended

The deadline for eligible service members, veterans and their beneficiaries to apply for Retroactive Stop Loss Special Pay (RSLSP) has been extended to Dec. 3, 2010, allowing personnel more time to apply for the benefits they've earned.

To apply, or for more information on RSLSP, including submission requirements and service-specific links, go to http://www.defense.gov/stoploss .

The deadline extension is included in the continuing resolution signed by President Obama yesterday, providing funding for federal government operations through Dec. 3.

"It's important that all those eligible for this benefit take the opportunity to apply for what they've earned," said Lernes Hebert, acting director, Officer and Enlisted Personnel Management. "We encourage those eligible to apply as soon as possible, to avoid the last minute rush, which can increase processing time."

RSLSP was established to compensate military members whose service was involuntarily extended under Stop Loss between Sept. 11, 2001, and Sept. 30, 2009. Eligible members or their beneficiaries are required to submit a claim to their respective military service in order to receive the benefit of $500 for each full or partial month served in a Stop Loss status. The original deadline for claims was Oct. 21, 2010.

When RSLSP began on Oct. 21, 2009, the services estimated 145,000 service members, veterans and beneficiaries were eligible. Because the majority of those eligible had separated from the military, the services have engaged in extensive and persistent outreach efforts throughout the year. Efforts including direct mail, engaging military and veteran service organizations, social networks and media outlets, will continue throughout the period of eligibility.

Big Ten Conference in Ohio a Success

Toast Gary Bentfeld and Janet White, Chairpersons of the Big Ten Conference hosted by the Department of Ohio in Columbus October 15-17th . Also toast Susan Hite of the Department of Ohio Headquarters for her work to ensure a successful weekend and also to the many VFW member volunteers from across Ohio who worked many hours to ensure the hundreds of VFW members from all ten “Big Ten” states had a productive and enjoyable time. Toast outgoing Big Ten chairman Roger Frye and incoming Big Ten Secretary/Treasurer Richard Uzl for the contributions they made and will make to keep our Conference the best in the VFW nation.

VFW National Commander Moves for Dissolution of Political Action Committee

I have reviewed the Political Action Committee (PAC) Board of Directors’ response to our request to rescind this year’s Congressional endorsements. I disagree with their assessment.
It is now evident to most of the VFW leadership, both National and especially the departments, that the VFW has been subjected to extreme negative publicity throughout the nation, and the recent endorsement decisions have, in fact, harmed the VFW’s reputation and future ability to fulfill our mission.
I cannot let this erosion of public support for our great organization continue. The apparent lack of the committee to address these concerns will lead to a proposal by me, as Commander-in-Chief, to amend the by-laws at the 112th National Convention for the purpose of dissolving the PAC. Meanwhile, under the authority granted to me as Commander-in-Chief in section 619 of the VFW National By-Laws and under section 620 of the Manual of Procedure, I am withdrawing all PAC appointments effective October 15, 2010.

Accordingly, I’m asking the council for a vote of “no confidence” in the VFW PAC as indicated on the enclosed ballot.

Veterans Bonus Tax Exempt

Ohio Attorney General Richard Cordray today released letters from the Internal Revenue Service, the Ohio Department of Taxation and the Regional Income Tax Agency (RITA) exempting Ohio Veterans from paying income taxes on service bonuses received for time served in Iraq, Persian Gulf and Afghanistan wars. The letters recognize the bonuses to be equivalent of non-reportable gifts and do not qualify as taxable income.

Keith had hip replacement surgery yesterday (thurs) .... he got along
fine. He got out of recovery & back to his room about 6 pm last night, they
got him up at 4 a.m. this morn for 1st time, he walked w/ a walker about 30
ft. then back to bed doing real well not much pain ...... so far! Should
come home tomorrow or Sat. He'll planning on being in Columbus for the Big Ten next month.

Past Dept. Commander Gary reports 9/13/10: Just got home from the hospital. Was there real early this morning. They took Earlyn to surgery at 9:30 and the Dr came out at 3:30 to talk to me. The main one was 100% blocked, 2 others were 95% blocked and the 4th wasn’t near as bad as they thought so they cleaned that one which ended being a triple by-pass. She’s in coronary intensive care for a few days and if all goes well they will move her to step down where they will have her walking a little at a time. She knew me and knows I was there with her. So now all we can is wait and see . I feel that she will do fine and the Dr. also. Will keep you posted as time goes by. Also I do want to thank you for all you do in getting messeges like this out the the members, it sure does mean a lot to all of us.

Governor, State Leaders Launch Ohio Veterans Bonus Program

Columbus, Ohio – Ohio Governor Ted Strickland, Ohio Attorney General Richard Cordray, Ohio Treasurer Kevin Boyce and Ohio Department of Veterans Services Director Bill Hartnett today launched the Ohio Veterans Bonus program in Columbus.

An estimated 200,000 Ohio residents are eligible for the Ohio Veterans Bonus.

“In November, the voters of Ohio resoundingly supported Issue 1,” Strickland said.
“Ohioans wanted to extend a small measure of our thanks and offer a tangible sign of our profound respect for our veterans of recent conflicts and their survivors. Today we are asking all eligible veterans and their survivors to apply for this special payment from the state.”

“Of course no payment is adequate reward for the sacrifices made on our behalf,” Strickland added. “But these checks will help make a mortgage payment, or put food on the table, or start a savings account. And what’s more, these payments will say something clearly and directly to our veterans: thank you.”

All Ohio veterans could be eligible for a bonus if they served on active duty with U.S. armed forces, including the Ohio National Guard, anywhere in the world during specified periods of time. The active duty must be for purposes other than training. Applicants must have been legal residents of Ohio when they went on active duty and also must be Ohio residents when they apply for a bonus.

“The process of providing these bonuses began a few years ago in Iraq, when an Ohioan serving as an Army captain there wrote to my office on behalf of the servicemen and women in his unit,” said Cordray. “Working together, Ohioans responded in a big way, bringing these bonuses to fruition. It truly is a story of democracy at its finest. My office will continue to work to support our Veterans through the application process, to make it as simple as possible.”
The estimated processing time for bonus applications is approximately eight weeks,
depending on the volume of applications initially received.
To apply for the bonus, applicants should go to www.veteransbonus.ohio.gov, and complete the online application. Ohio’s public libraries are prepared to assist with the online application if applicants do not have Internet access. In addition, staff at Ohio’s County Veterans Service Offices is available to assist in the application process.
Ohio Department of Veterans Services Director Bill Hartnett said eligible veterans must satisfy three basic requirements.
“We want to know about residency, geography and time,” Hartnett said. “The Veterans must be Ohio residents now and must have been an Ohio resident when they were called to active duty. Next, we have to know where they served and finally we have to know when they served.”
Eligible veterans may receive $100 for each month of active duty service in the following locations during these specified dates:
. Persian Gulf: Between August 2, 1990 and March 3, 1991, the date when Iraq
accepted the conditions for a permanent cease fire. Eligible veterans can apply for a bonus until December 31, 2013.
. Afghanistan: Since October 7, 2001. Eligible veterans can apply for a bonus for up
to three years after the President declares an end to U.S. involvement in Afghanistan.
. Iraq: Since March 19, 2003. Eligible veterans can apply for a bonus for up to three years after the president declares an end to U.S. involvement in Iraq.
. The maximum benefit for service in those three areas is $1,000.
Eligible veterans serving on active duty (except active duty for training) anywhere else in the world during the specified dates, may receive $50 a month up to a maximum bonus of $500. An eligible veteran may combine their service bonuses for a maximum payment of $1,500.
To be eligible for a bonus:
. The veteran must have been separated from the armed forces under honorable
conditions.
. The veteran remains on active duty service.
. After active duty service, the veteran remains in any reserve component of the armed forces, including the Ohio National Guard.

The Combs/Comedy State Golf Tournament was once again a great success. Post 3343 Clyde did an outstanding job hosting the tournament dispite the fact their post home was still under restoration after their fire.

There were 224 "golfers" that participated in the event.

The winner of the golf club raffle was Willie Eddeys from Post 5803 Van Wert.

Team Winners were:

First place Bob Campbell, Dave Camp (Post 66), Wayne Smith, Brad Meeker (Post 2984).

Second place Charles Bunker, Eric Bunker (Post 3265), John Leatherman, Bob Bauer (Post 8218).

State Commander Sam Compton participated in this years event again with his "Sponge Bob" golf balls. But I understand his team did not use many of his shots.

VFW National Commander Slams Massachusetts School Committee No-Pledge Decision

KANSAS CITY, MO., June 30, 2010 - The national commander of the Veterans of Foreign Wars of the U.S. is appalled over an Arlington, Mass., school committee decision to reject a 17-year-old student’s request to allow others to voluntarily recite the Pledge of Allegiance because some educators are concerned “that it would be hard to find teachers willing to recite it.”

Thomas J. Tradewell Sr., a combat-wounded Vietnam veteran from Sussex, Wis., said the decision is particularly egregious while America is at war and preparing to celebrate Independence Day.

“I find it unconscionable that on the eve of our most patriotic holiday we are confronted with another reminder that the wars in Iraq and Afghanistan have largely receded from the collective public mind,” he said. “Even worse is knowing that this school decision occurred just down the road from Lexington and Concord, where the opening battles of our Revolutionary War were fought. This is just another galling example of the total lack of respect some have for America’s freedoms and values.”

The decision by Arlington school officials to disallow recital of the pledge was made even though it would be strictly voluntary for teachers and students alike and in spite of receiving a petition signed by 700 people, along with letters of support from lawmakers including Sens. John Kerry (D-Mass.) and Joe Lieberman (I-Conn.)

“Flying the flag, reciting the Pledge of Allegiance and singing our National Anthem are traditions worth maintaining and certainly worth passing on to our nation’s youth — it’s imperative that we do,” said Tradewell. “The 1.5 million members of the VFW find this school decision extremely disrespectful to the members of our armed forces, to those who served in uniform before them, and to history, and we hope that the parents and the community rise up and force a change before the school decides that calling someone an American is now politically incorrect.”

Jerry White has been having some problems and had a heart cath, May 19th, a biopsy on his bladder, which was good news, had to take him to the ER on Sunday night and he is still there. This will be followed up with a trip out to Lake Erie to dispose of the ashes as requested by the city of Sandusky. On our way back from lowering the flag at Mount Rushmore our Scouts came up with an idea on how they can honor veterans around the U.S. They came up with S.C.O.U.T.S C2C – Scouts Commemorating Our Units Troops & Soldiers from Coast to Coast. We will be traveling around the country conducting Flag Retirement Ceremonies for our Veterans and Active Duty Soldiers. Between our Ohio and Texas stops we will be in DC where we will participate in the Flag Day celebrations at Ft McHenry as well as the Wreath Laying Ceremony at the Tomb of the Unknown Soldier in Arlington National Cemetery.

Selman Memorial Scholarship Award in the 2009-2010 Voice of Democracy Scholarship Program during the VFW National Voice of Democracy Conference on March 7, at the Hyatt Regency Crystal City Hotel, Washington, D.C. VFW Post 3297 and its Ladies Auxiliary in Delaware, Ohio., sponsored Madison.

“Since 1947, VFW’s Voice of Democracy competition has successfully inspired high school students across the country and provided them an opportunity and a means to put into words, their patriotic convictions and how it impacts their lives. Past Dept. Pres. Suellen Bowser fell yesterday afternoon and broke her left leg above the knee. She had surgery this morning (Sunday) and they put in some metal plates, They said it was a clean break, but will be in hospital until next Wednesday they said. She will not be able to put any weight on it for about 6 to 8 weeks.
She is in Mt. Carmel West.

Ohio Veterans homes fully comply with all VA standards

The Ohio Department of Veterans Services Veterans’ Homes in Sandusky and Georgetown are in full compliance with all 158 medical and other standards rated by the U.S. Department of Veterans Affairs. The VA’s recently completed survey carefully examined the homes in Erie and Brown Counties for quality of medical care of the residents, patient rights, management practices and safety.

Initially, the VA found that the Sandusky home exceeded a 14 hour guideline between dinner and breakfast, but a late night snack opportunity quickly satisfied that requirement. The Georgetown home did not have a photo copy of one local pharmacist’s license on file at the home, but a copy was made and filed as soon as administrators learned of the minor oversight.

Ohio Department of Veterans Services Director Bill Hartnett said the VA’s superior ratings easily are attributed to the staff of professionals who are devoted to serving the Ohio Veterans who served our country.

“The dedicated people who care for our military Veterans spend every hour of ever day saying, ‘thank you for your service to our country,’ ” said Director Hartnett. “They care for our men and women Veterans who range in age from 24 to 100 years.”

The Ohio Department of Veterans Services facilities are located in Sandusky, 60 miles west of Cleveland and in Georgetown, 45 miles east of Cincinnati.

The Sandusky Home offers standard care and special care in its licensed nursing home, the largest in Ohio and one of the largest in the nation. The home also has a Veterans hall, a domiciliary (DOM) for those who can function in an independent living situation, and a DOM Plus facility for those requiring very limited assistance (supervised care) but who do not require the higher level of care provided to nursing home residents.

The Georgetown Home is a licensed nursing home providing two levels of nursing care; standard care and special care for Veterans suffering from Alzheimer’s disease or other dementia.

Regardless of what levels of care are required, all residents have the freedom and convenience of a small community as well as the comforts of a home-like setting. The Ohio Veterans Home Agency offers a quality of life which emphasizes privacy, encourages independence, provides comfort and security, and meets social needs.

PAST DISTRICT 5 COMMANDER JOE COLARUSSO came through his heart surgery fine. They replaced the Aortic valve and did a by-pass on both sides of his heart. He is at Ohio State's Ross Heart Hospital, OSU Medical Center, 410 W 10th Avenue, Columbus, Ohio 43210, Room 4036. He will be there for 5-7 days according to the Doctor this am. They had him sitting up in a chair today and will have him walking the halls tomorrow.

We have recently been advised that an IRS agent, in connection with an audit, requested that a Post provide specific information on each community activity or patriotic event it conducted or sponsored, including specific information concerning expenditures made in connection with those activities or events. The Post had not adequately documented those activities and events and had failed to keep copies of the Community Service, Americanism and Youth Project reports submitted to the Department nor prepare a Community Service Book. The Post is now scrambling to come up with evidence that substantiates entries on their 990 and, ultimately, substantiates the Post’s entitlement to its tax exemption.
Hopefully that Post will be able to work around its problems, but it serves to remind everyone of the need to maintain records that prove it engages in exempt purpose activities and is entitled to exempt tax status. Well kept Community Service, Americanism and Youth Activity records will go a long way in that regard.

CLUB BREAK INS

During the past several months there has been a rash of break-ins and thefts at veterans and fraternal clubs across the state. The clubs suffered property damage and lost thousands of dollars in cash.

These crimes can happen anywhere: In recent weeks, thieves have targeted clubs in Erie, Lorain and Harrison counties; in Cincinnati, an American Legion post was burglarized on Veterans Day.

I wanted to let you know about these crimes so that you will take time to reflect on your own situation. It is important to point out that investigators believe the burglars targeted the clubs because they knew there were large amounts of cash on hand. Bingo and other fundraising events can make a club particularly attractive to thieves.

Most criminals are opportunists, and you can make their work more difficult and more dangerous by taking steps to reduce the criminal opportunity. Here are a few suggestions:

* Keep as little money as possible on hand. Have a process in place to make regular bank deposits. (Some police departments provide escorts for bank deposits.)
* Install an alarm system. Check the system daily and run a test when closing.
* Make sure all outside entrances and inside security doors have deadbolt locks.
* Light the inside and outside of your building, especially around doors and windows.
* Consider installing a video surveillance system. This can serve as a deterrent as well as provide evidence in the event of a break-in.

By taking precautions, clubs can protect themselves from theft.
